Senior Regulatory Analyst

Mr. Guiliano currently performs clinical/regulatory due diligence services for healthcare lenders. He provides Corporate Compliance and Fraud and Abuse related services to attorneys and providers including compliance audits and programs, internal investigations, staff training and voluntary disclosure.

Significant relevant experience includes:

• Administered his agency's Survey Management Program
• Organized and trained both Private and State Operated Provider Survey State Preparation Teams.
• Served as the State Agency's liaison with the CMS Survey Team, Health Department Licensing and Survey Bureau, Commission on Quality of Care and the State Commissioner's Office of Council.
• Served as his State Agency’s Risk Management Administrator, Internal Control Officer, Freedom of Information Officer and Records Access Officer.
• Managed Federally mandated 30 year Clinical Consent Decree obligation
• Converted numerous Institutional model community residential , Clinical and Day Program Services to the federal 1115 Home and Community-Based Waiver Model
• Developed and operated Community-based Outpatient Clinic Services under the Community Based waiver Model
• Managed a workforce of over 3,000 employees including Operational, Clinical and Support Staff
• Managed the State and Provider Annual Program Planning process for a 5 County Region
• Has worked extensively with both For Profit and Not for Profit Providers
• Performed clinical/regulatory due diligence services for over $4 billion of healthcare, inclusive of Skilled Nursing Facilities, Assisted Living, Hospital, Home Health, ICF/MR and other healthcare organizations
• Develops Corporate Compliance Plans and Programs
• Performs operational and compliance assessments for Long Term Care facilities.
• Designs Management Work Plans for the development of a Comprehensive Corporate Compliance Program
• Certified by the Target Training Institute to provide Job Benchmarking and Staff Behavioral al and Value Based Assessments for existing and potential applicants

Mr Guiliano is a graduate of Marist College in New York, where he earned a Bachelor of Arts degree in liberal arts. He went on to receive his Masters in Education Administration from State University of New York at Albany. He is a well respected member of several professional associations including The Healthcare Compliance Association, and is a frequent speaker on healthcare regulatory issues.
